Avoidable mortality rate in Romania is the third highest in the EU, prevention is not a health priority on the agenda of Romanians

The state of the Romanian health system is far from European standards. According to “State of Health in the EU – Romania“, although spending on health has increased in the last decade, it remains at the second lowest level in the EU both as GDP percentage and as share per capita. Avoidable death rate is the third highest in the EU, with cardiovascular disease, lung cancer and alcohol-related deaths as the main causes. Mortality from treatable causes is more than twice the EU average and includes deaths from prostate and breast cancer, which can be treated if patients see a doctor in time.
Per capita spending on prevention has the second lowest share in the EU. This means that, even before the pandemic, local public health was under-resourced and underperforming. There was an increased rate of healthcare dropout in the first year of the pandemic.
Although telemedicine, recently regulated in Romania, is increasingly adopted by medical service providers, teleconsultations have not been used as much as in other EU countries. And life expectancy has decreased due to COVID-19, and is below the EU average. However, statistically, the majority of Romanians consider that their state of health is good or very good.
Critical public health challenges such as adolescent obesity, depression, tobacco, alcohol and drug addiction are not sufficiently addressed. And the diagnosis of severe diseases often takes place too late in order to receive effective treatment. Patients often rely on hospital emergency services for medical care – including non-urgent care – and choose to avoid primary care provided by GPs. Regular contact with the doctor is not a priority for the population, except for chronic patients that require renewal of treatment prescriptions. Because of this there are controversial debates that in 2023 state institutions will take extreme measures and sanction patients who do not show up for regular consultations.
Beyond the deficit of public budgetary resources and the deficit of doctors, the main challenge of the Romanian health system is education regarding the importance of prevention and doctor-patient relationship.
